Pakistan textile exports qualify for GSP+ duty preferences in the EU (0% on most textile HS codes, saving 9–12% of landed cost versus Chinese-origin goods at standard MFN rates) and DCTS preferences in the UK — but these duty savings are forfeited if the certificate of origin (EUR.1 or REX declaration) is incorrect, the HS code is wrong, or the consignee name on the C/O does not exactly match the LC or buyer's instruction. Best-practice export logistics treats document preparation as a quality control exercise: a pre-shipment document checklist — commercial invoice, packing list, bill of lading, certificate of origin, inspection certificate, and GOTS/GRS transaction certificates — is verified line by line against the purchase order before any document is submitted to the shipping line.
The Document Checklist (Build It Before You Need It)
A shipping document checklist specific to each product category, destination market and incoterm should be established at the start of the season — not compiled at the point of shipment. Checklist elements:
| Document | What to verify |
|---|---|
| Commercial invoice | Consignee (matches LC or buyer's instruction), incoterm + port, HS code per line, unit price × quantity = total, currency |
| Packing list | Carton count matches invoice, gross/net weights and dimensions, per-carton contents breakdown |
| Bill of lading | 'Shipped on board' date (must be within LC validity), consignee/notify party exact name as per LC, container and seal numbers |
| Certificate of origin | Correct form for destination (EUR.1 for EU, DCTS for UK, Form A/REX for others), HS codes match invoice, authorised signatory |
| Inspection certificate | Third-party body name, style/quantity/lot reference, PASS result, date |
| Transaction certificates | For GOTS/GRS certified shipments — facility name, quantity, lot reference, issuing body |
HS Code Classification
The Harmonised System (HS) code on the commercial invoice determines the import duty rate, any anti-dumping duties, and whether the product qualifies for preference scheme benefits. An incorrect HS code can result in underpayment of duty (a customs liability for the importer) or overpayment (money left on the table). HS codes for textiles are in Chapters 50–63.
- Chapter 61: knitted or crocheted apparel (t-shirts, polo shirts, sweaters, leggings).
- Chapter 62: woven apparel (shirts, trousers, workwear, denim).
- Chapter 63: home textiles (towels, bed linen, curtains, blankets).
- The first 6 digits of the HS code are internationally standardised; digits 7–8 (national tariff) vary by country.
- Check the applicable national tariff schedule for the destination country, not just the 6-digit HS code — duty rates are assigned at the 8 or 10-digit level.
Preference Schemes for Pakistan Textile Exports
| Destination | Scheme | Benefit |
|---|---|---|
| European Union | GSP+ (EU General System of Preferences) | 0% duty on most textile categories for qualifying countries; Pakistan eligible |
| United Kingdom | DCTS (Developing Countries Trading Scheme) | UK's post-Brexit equivalent; Pakistan eligible for enhanced preferences |
| USA | No GSP for Pakistan textiles | Standard MFN duty rates apply; typically 12–32% for apparel |
| Canada | GPT (General Preferential Tariff) | Reduced duty for Pakistan on most textile categories |
| Australia | DFAT general preferential rates | Reduced duty for Pakistan; verify per HS code |
Freight Booking Timing
Space on main-lane shipping services books quickly in peak periods — Q4 (pre-Christmas), pre-Chinese New Year and post-Chinese New Year. Best practice: book freight 3 weeks before the intended loading date as standard; extend to 4–5 weeks during peak periods or when routing through congested transshipment hubs (Singapore, Colombo, Port Said).
MZ Global Trading's logistics coordination service verifies the complete document set against the commercial invoice and LC (if applicable) before submission to the shipping line — ensuring that no document error reaches the consignee's customs broker.
The inspection certificate — issued by SGS, Bureau Veritas or Intertek — is a required document in almost all textile shipments. Submit your product requirements in the sourcing RFQ form and we coordinate the full export document set including inspection scheduling.
